Do not reply html banner.png

We want to add a do-not-reply HTML banner in the footer of the email notifications of Jira v1.5.6. So, we modified the footer.vm file and added the HTML source there. But it does not see in the footer of email notifications.

I have tried to explain where we want to set it by highlighting the same in the attached screenshot.

The yellow highlighted area is still not getting covered by the do-not-reply HTML banner.
