Hi,

How can we add a specific user as a watcher on all newly created sub-tasks for a particular project?

Yes, you can use Update issues post function from Update on Transition for JIRA. Refer to this: How to update issues after initial issue create. You will need to specify your conditions (only subtasks from a particular project) - see How to use pattern matching conditioning.
