Administration Global Permission for Migrate

We are working on migration data from Redmine to JIRA, we have identified it is possible to import redmine data to jira thru some plugins (JIRA redmine importer plugins), but also we have information that jira 7.3 which is AFAIK in company production, can import directly even w/o those plugins...

For this method we need to have Administration Global Permission,

My Question: Is there a possibility for migrate from Redmine to JIRA with this plugins without Admin permission?

any suggestion?

JIRA redmine importer plugin is part of JIRA and is pre-installed as system plugin. So it's not 2 ways (through plugin and through JIRA) but one way which is through the Redmine Importer plugin and is documented here: https://confluence.atlassian.com/adminjiraserver073/importing-data-from-redmine-861253746.html. You need to have JIRA Administrators permission to perform the import.
