After upgrading the jira version to 7.13 from 7.6, we are not seeing the new tool bar

After upgrading the jira version to 7.13 from 7.6, we are not seeing the new tool bar, and new options. 

We are suspecting it was sharing the old version tool bar. 

Not sure where to check and how to get rid of this.

FYI: we have cleared all caches and the nodes are in cluster[using shared home].

What do you mean by "new tool bar"? 

7.6 and 7.13 are different in some ways (mostly more functions in 7.13), but there have only been some cosmetic tweaks on their UIs, nothing I can think of as a "new tool bar"
