Anonymous Access to Jira Project and Report

I have scoured the community looking for a recent solution to this and have no had any luck.

What I want to do is allow an anonymous user to view a Version Report or Release Notes or some custom derivative. Is this possible?

Currently, I am not even able to see issues without logging in...even though I have gone through the documentation and "enabled" anonymous access.

Someone please help lead me in the right direction.
