Are the formatting tools supposed to scroll off the top of the page when editing?

When editing the description section of a ticket are the formatting tools, like bold and bullets and such in the top banner, supposed to scroll off the page as you go down? It is really annoying when trying to change something that is at the bottom and you have to scroll all the way up to the top to change to bullets. 

Nothing else works like this. All the other web apps that have text formatting tools anchor the formatting tools where you can always get to them while you are editing.

Yes I feel your pain. You might want to watch and vote on this open suggestion - JSWCLOUD-20712 - Freeze the editor's formula bar at the top

I totally agree with you, this is really annoying, and really sad that they don't want to make it comfortable for users
