As a JIRA Admin, I'm not able to create projects

Hi There,

I'm a JIRA Admin and i'm not able to create a project. It throws an error 

"Hmm... we couldn't create your project due to an unknown error. Try refreshing the page to start again."

Can someone guide me on what would be the issue and how to resolve it ??.
