Assign Bamboo Build# to JIRA Issue

Is it possible to assign a bamboo build number to a JIRA issue when creating an issue? I know that you can go to Bamboo and link an existing JIRA issue to a build but what about my QA team that is creating tickets? Would they have to first enter the issue in JIRA and then <ALSO> go to Bamboo to link it?

Also, is it possible to query issues from JIRA to find all issues from a given build #?
