We set up a "default" project. The Project Settings screen displays "Issue Types [NEW]". And this does not display an Action Drop List, to use for "Use a different scheme"
Ultimately we want to use Sub-Tasks in this project and cannot enable them.
If I create a brand new project from scratch I can easily enable sub-tasks and change the Issue Type Scheme.
Another clue.: Under Settings, Issues, Issue Type Schemes, I see the scheme I want to assign and when I click Associate the drop-down list of projects does NOT contain the project I want to use. So it seems to be a something about that project.
Any ideas?
Hey Mark! You have created an Agility project. This is a new type of project we have added recently. It doesn't have all the features as the other projects like Kanban and Scrum yet but we are working on adding more. It has some extra features though, for example, it's the first project that non-admins can create themselves.
One of the things that Agility projects do not have yet are sub-tasks. You won't be able to enable them.
If you can, please submit a feedback directly from the board and let us know what you are missing in the project. User feedback is important for us to prioritize what gets added next.

Pretty weird behaviour. Are you using Cloud or Server version (and which exact build?)?
Have you tried "forcing" the URL? Would be done through:
https://{YOUR_JIRA_URL}/secure/admin/SelectIssueTypeSchemeForProject!default.jspa?projectId={PROJECT_ID}
You can retrieve the project ID in the "Details" menu of the project admin (in the URL).
