As a product owner, I would like a query to show where an Reporter = Assignee, or Reporter=Developer. It doesn't really matter which. My goal is to show leadership that my team (Production Support) will create service requests to complete tasks that do not come through our Help Desk.

Thank you for the suggestion! Do you have to be an administrator to add the custom field and the automation? I am not, so it would have to go through an approval process if this isn't something I could do as a non admin. It would go so deep in the back log it wouldn't happen.

While this sounds more like an organizational consideration where I do not want to say much about I can at least confirm you would need to hold Jira Administrator permissions in order being able to create a custom field.
An automation rule, however you can create by holding Project Administrator permissions - you do not need to have Jira Administrator permissions - assuming you are using Jira Cloud. On Jira Server automation is not that common (as it needs to be purchased separately).
In case it is present in your instance (Server) the same applies like said to Cloud.
