Can I have Atlassian Database access for my Cloud JIRA instance ?

You cant.
You can backup Jira Cloud for Server and restore the backup to your own Jira Server. In this case you will see the database of you Jira Cloud. You can change anything, then backup your Jira Server and restore it to Cloud. But be careful with plugins. In 99% of cases, information from plugins, installed in your Jira Cloud instance, will be lost.

Because, Atlassian does not let users work with the database in Cloud. In Server it is also not the best practice.
