Attachments isn't working

I restored data from prod to staging environment and taken backup of attachments manually. Copied the attachments directory from prod to staging and checked the ownership. Restarted the staging environment and also re-indexing done. But, still not able to get attachments into the staging environment.

What do you mean - "not able to get attachments" ? Do you see any in issues? Can you attach new files?

i see the projects and issues as well but the attachments like avatars etc., 
I was not able to see the attachments which were attached in the backup.
