Automate the creation of multiple projects in JIRA

We are working on an implementation of SAFe 4.5 (Scaled Agile Framwork) and it indicates that in order to do it in the best way we need to split up the JIRA projects into 4 different levels and Confluence spaces to match the same levels.  

Portfolio Level - Business Kanban

Large Solutions Level - Business Kanban

Program Level - Kanban

Teams Level - Scrum/Kanban 

We have many big projects that want to start to work in this manner. Is anyone in the community working on a way automate this process for the enterprise. Create new projects that are unique but generic with the correct issue types, screen types and workflows? As well as for Confluence spaces with the correct templates in place.
