Backup of OnDemand with restore to local instance is missing many features

We started a trail of Jira OnDemand with the intention of bringing it local to host when we purchase the product. Going through a test run, I've backed up the online instance, then imported it into my local instance. Most everything works, but I'm missing the ability to add my own user directory (LDAP), and the ability to use the backup manager, and various other features.
