I was showing a user how to bulk update a bunch of tickets he has left open. When we got to the Operations Details step, he did not have the checkbox for "Send Mail for this Update", whereas if I run the bulk update on these same tickets, I do get that checkbox. Is this because I am an administrator? Or because he is the assignee on these tickets and I'm not? Any suggestions? Thanks.
That is correct. The user needs to be either Jira Administrator or Project Administrator of all the issues associated in that bulk change. Take a look at this documentation.
