Bulk upload via CSV giving warning and not adding a value that exists for newly created issues.

I am new to Jira and have searched this forum, but don't think I've found a solution yet. I am not trying to create a custom field, but simply attempting to do a bulk import via a csv file. The values are already there within Jira and I am not trying to create new drop-down options or values. However, when I try to import records, it gives me the warning "The value [ {null=2-High} ] can't be added to the Custom Field [ FieldNameX ]. The value [ {null=2 - High} ] can't be found or is in the incorrect format." 

When I continue the import and go to the newly created record, I have to manually select the "2 - High" value for the field I wanted it to display for from the drop-down. The value is from an existing drop-down list. I don't have admin rights to Jira in our organization. 

How can I resolve this warning and avoid having to update these records manually after I've completed the import for that one drop-down field? 

UPDATE: Found this and appears to still be an issue for non-admin users.
