CSV file doesn't hold the dd/MMM/yy format

This question is in reference to Atlassian Documentation: Dates Are not Properly Imported from CSV File 

It automatically changes to mm/dd/yyyy when saved. Any one have a resolution?

I think there is a problem when dates are defined in csv and save the file. The same has happened when I do csv import. The alternate I tried is, change whatever the data in xslx file itself and finally save xslx as csv, it will persist the format.
