Can System Dashboards be disabled in Jira?

We're trying to simplify our installed version of Jira 6.1.7 so that users essentially only have access to the Jira Agile boards. I'm trying to find a way to disable the ability for users to access any Dashboards, but especialy the System Dashboard, which I can't find a way to turn off. Is this possible?

You won't be able to turn off the dashboard without doing some customizations in JIRA. Individual users can however set the home page as "JIRA Agile". Does that help?
