Can a notification be created for a certain issue type

Yes you can, there are several ways to accomplish this, I can suggest:

  • Associate your desired issue type to a particular workflow and for that workflow, update it's post-function events to use your desired email notifications.
  • For an existing workflow, you may add a post-function "Send Email" using the ScriptRunner plugin.

Both suggestions have a robust documentation so you will not have a hard time.

Hello Jen,
I would advice you to use the Automation plugin as a easy way to accomplish this goal. Basically you can set a filter if a created issue match a specific issue type, then send a notification
