At this time it is not possible, but this is something that is coming.
In a classic project you can use Advanced workflow configurations to restrict how a transition can be executed, the function you would be looking for would be a condition or validator restricting the transition to a specific user group permission, however workflow customization isn't available yet for Next-Gen projects at this time but it is on the longer term roadmap though. You can take a look at the recently shipped and coming-soon features of Next-Gen projects here. The note about workflows is on a Community post by one of our product managers discussing features.
In Next-Gen projects the workflow is handled in the background and rules replace advanced workflow configuration operations like post functions, validations, conditions. Currently, there are only two rules available to next-gen software projects:

Currently, next-gen projects do not have the option to manage permissions. We have a feature request suggesting the implementation of this ability:

Also, even if it had the permissions, it's not possible to restrict users from moving tickets to active sprint. We also have a feature request for that:
