Can i stop users moving tickets from backlog in NextGen board?

Is there a way to make it so that only myself or designated users can move issues into the active sprint?

Hi Michael,

At this time it is not possible, but this is something that is coming. 

In a classic project you can use Advanced workflow configurations to restrict how a transition can be executed, the function you would be looking for would be a condition or validator restricting the transition to a specific user group permission, however workflow customization isn't available yet for Next-Gen projects at this time but it is on the longer term roadmap though. You can take a look at the recently shipped and coming-soon features of Next-Gen projects here. The note about workflows is on a Community post by one of our product managers discussing features.

In Next-Gen projects the workflow is handled in the background and rules replace advanced workflow configuration operations like post functions, validations, conditions. Currently, there are only two rules available to next-gen software projects:

• Automatically change an issue's assignee
  
• Automatically update an issue field

And you can see additional details about the current workflow rules for your board at Add rules to your next-gen board, with more to come on the long term roadmap.

Hi Michael,

Currently, next-gen projects do not have the option to manage permissions. We have a feature request suggesting the implementation of this ability:

Also, even if it had the permissions, it's not possible to restrict users from moving tickets to active sprint. We also have a feature request for that:
