I have followed the installation guide as given on the following website

But I don't see the Upload add-on in Add-On menu.

It is not in the add-ons menu.
You should go to cog item -> add-ons. Choose Manage add-ons:
If you still can not see the button. It means you are not a System Jira administrator.
Problem is fixed now.
I have done two install, on a local Debian server (behind firewall and with dutch language) and one on a remote Debian server in a datacenter (with english language.) Using the same install procedure.
With the install on the remote server, I immediately saw marketplace-apps when clicking on 'Find new add-ons' while I didn't see this stream on my local server.
So I assume my local server, or the Jira Server application, can not connect to the internet correctly (while the whole Jira-Core install procedure went well actually and downloading the .bin files was possible), which result in not showing marketplace add-ons, and Not Showing the Upload Button. (The only need for that button is actually if you don't have internet, right?)
