Can our existing user license (500-user) be used for two instances?

We recently purchased a 500-user license and were wondering if this works for both a Production and Testing environment, or if we need to purchase a second license for a testing/development environment.

Do you actually work for Atlassian? Perhaps they make you purchase your own software, I don't know.

Production licences come with a corresponding developer/testing/UAT licence.
