I'm trying to connect Confluence to Jira to use a central user directory in Jira. All the instructions I've seen reference going to Jira Administration > User Managment > Jira User Server, but I cannot find Jira User Server, and only see a list of users, with a sidebar for "User Management" under which I can choose from Users or Groups.
Is there some setting I've missed in another place? If not, how do I set the application name and password to use in Confluence?

That is odd.
You must first configure your Jira User server before doing anything in confluence.
Can you confirm you have the Jira System administrator privilege and if yes, go through your Jira add-ons and make sure none are disabled?
I’ll start with these and I can help confirm the behavior once I am on my laptop.

You're exactly right! I missed the System Administrator (was in a different admin group), so that was the answer.
