I am admin for the JIRA set up and I used to see the above option few days back. I had set up the incoming emails for different logins using my ID. Now when I am trying to add one more set up to auto-route the emails, I am not able to find above option.

Can you please check if you are you able to access Jira access > System?
If you can't see this option, you must check with a site-admin if you have the correct admin groups.
The access to Email configuration is not possible to restrict, so if you have admin access you will have access to this option.

Thanks for the answer, Angelica. Yes, I have admin accesses. Also, we had opened a ticket with JIRA support and it seems like an environment related issue and they are looking into it.
