Can the Create transaction by modified to set transitions based on Issue Type?

Can the Create transaction by modified to set transitions based on Issue Type?  For example, can JIRA send Bugs to the "Bug Backlog" and all other Issues to "Backlog"?  I looked in the Create Post Function "Update Issues Field" and "Type" was not one of the options.

You would typically have different workflows depending on the issue type within a project:

Project + Issuetype  =>  Workflow

So, within a project, two issues of different types may share the workflow, but in your case they would have different workflows, i.e. different transition sets.
