Can we import data into Greenhopper/Jira

Is it possible to use the CSV importer to add a bunch of issues to an existing project without over-writing existing data?

I have a user who has 130 user stories that he'd like to add to greenhopper. Is the External system import the correct approach or should I have this user use JIRA-CLI or some other option.

Please let me know if there's a way for jira to import issues in bulk without over-writing an existing project.

If you have these issues already in CSV then the best approach would be using External System Import | CSV.

It never overwrites the existing issues. You can import issues into already existing project or you can import them to a new project and then e.g. bulk move them if you want it.
