Can we move transition Under More menu?

The Transition is more sensitive step. We would like to move this transition under more menu.Hence, user can be think before going to this step.

We can aware the user about this change.

For sensitive steps, I'd give them validators based on a step-specific screen+custom field checkbox.  If the box isn't checked, they can't complete the transition, not unlike having to accept a license agreement before installing software.
