Cannot Configure the Kanban Board

Hi, I just joined a project team and i have been added as an administrator on the project setting. However, it doesn't allowed me to make changes to the the project board that im working on. 

Is there separate access between the project setting and the board setting?

Yes for server you may need separate permission, ask your admin to add you in board settings

What if the admistrator of the board is not active anymore. Is it best to start a new board?

Where on Jira can i see the Jira admin? Is it under Project Setting?
