We cannot set Bugs to highest Priority. Priority Scheme is standard and right to edit issues is granted. For issue type 'task' this problem does not exist.

You don't have permissions to create highest priority bugs, please use high priority, we have set the bug to Medium

That is not "out of the box" functionality for Jira. It sounds you your environment has been customized to add this.
You should reach out to your Project Administrator and if they don't have the answer you would need to reach out to the Jira Administrators for your environment.

We are just other Jira users. We do not have access to your environment. We will not be able to connect to your environment to determine the customization that is causing this functionality. Only your Jira Administrators would be able to do that, or possibly Atlassian Support if your Jira Administrators approved it.
Is there only one Jira Administrator for your environment? Is there not another administrator that can be contacted while your primary administrator is away? Or are you a Jira Administrator?
If you are a Jira Administrator, can you tell us which third party apps have been added to your environment? One of those may have been used to make this customization.

I already searched in and out in our Jira. As the old admin is away, i hoped to get here some assistance.
