I'm an end user of JIRA and wanted to understand where the workflow is set-up? Is it on project level, or when the system is configured for use.
We have some sub-tasks that has a status of closed, but that needs to change to resolved.

Your administrators can create workflows, or even import them. When a project is created, most project templates will create a workflow for it too. Some add-ons add them as well. There is a built-in workflow from Jira 1 that you could also use, but most projects will be created with their own
Once you have a workflow, it is applied to a project, or even issue types inside project (e.g. your project has one workflow for most things, but bugs have a different one).
The workflows can then be edited by administrators, but project and board admins can also get some edit rights over them too.
Talk to your admins about the workflow you have - they should be able to add a transition from "closed" to "resolved", or tell you how to meet the conditions so you can use the current one (which is hidden if you don't have eprmission for it)
