SMTP mail configuration is set and its working but jira is not sending the emails on user actions

SMTP mail configuration is set successfully and i tested the test email and its working fine . But we are not receiving the email notifications on creating jira usrestory or updating it or commenting actions to all the watchers. 

I checked the mail queue it is not queued up there it is showing 0. but still we are not receiving the emails for user actions on the userstories/tickets.

Check the notification scheme. The notification scheme is what defines when the emails are sent,  on what action and to whom. If your notification scheme is incorrect  then no mails will be sent even if you have configured SMTP correctly.
