Checking if issue assignee has access to project

Is it possible to make it so if someone isn't on a project, they can't be assigned to an issue and it at least gives and error or something? We don't have all of our users on each project, so you have to know which project they're allowed access to when assigning them an issue and sometimes they're not on those projects yet.

I tried to check for workflow validators for this, but didn't see anything like it.

You should use the project roles in the permission scheme for "Assignable User" permission and if you do that, only project members will be assigned the issues.
