The configure fields setting in the create screen has 2 options All and custom.
Can this be set to ALL by default for all users? Is this user specific like only the user can set All or custom based on his needs?
Can this be set to ALL by default by jira admin. Also if possible please provide links to knowledge base on how to use this configure fields setting effectively.

By default Jira will remember your last choice of selected fields on Create Issue screen. So, if you select all fields, Jira will remember this selection
