Confluence attachment preview one shows current version.

A customer came to me to ask why it previews only the current version when they cycle through older versions of the attachment.  Is this a feature or a bug? I cannot find any information on the topic. They would like to be able to preview the version changes without having to download each. The versions still store and render the comments added.
