Confusing system generated message when Validation criteria not met.

I added a Validation criteria so that users cannot move a story into "In Progress" without having story points filled in:

Fields Required (JSU)

• Required fields:
• Story Points
• Error message (optional): Story Points must be filled in before moving to In Progress

Works great, but also gives the following message which the users are saying is confusing: 

"Unable to move issues at this time. Please refresh your browser and try again."

Is there a way I can turn off or change that system-generated message so as not to confuse users?

I do not get this extra error message ""Unable to move issues at this time. Please refresh your browser and try again." 

I only get one error message which I have configured while validation. Could you tell me the steps to reproduce. For more help you may also contact to our support on https://servicedesk-apps.beecom.ch/servicedesk/customer/portal/3
