I would like to create a workflow, where after a status transition I can select a role/dynamic receipient (which would be set elsewhere).
Example: for a transition from DEV status to QA status I would like to create a post function that would assign the issue to the QA person on that project. Is this possible to do? Or do I have to create separate workflows for each project and specify a specific QA person with username in each of these?

Are you working with Jira Server or Jira Data Center? Which version of the product are you using?
How are the QA persons specified in your projects? Are they assigned to a specific Project Role? If so, is that same Project Role used in all projects? And, is only one person assigned to that Role? If you are not using a Project Role, please explain how you identify the QA person assigned to a project.
If you have access to Automation for Jira in your instance, then possibly this can be accomplished with an automation rule. I work in cloud, where Automation for Jira definitely supports automatically assigning an issue to a user specified in a Project Role. I'm not able to check if the same is available in Automation for Jira for Server/Data Center. If you are on version 8.1 or older, I think the feature to assign to users in a Role may not be available.
