Create a user that doesn't count towards license

Is it possible to create an admin user for jira cli use that doesnt count towards the license users?

Yes, just make sure that the user doesn`t have the "JIRA users" global permission. Only users that have this global permission count towards your license#.##Check the documentation:

Well, I did this and it works fine. But now i'm adding another actual user and it's giving me an error saying the Jira Administrators and Jira System Administrator global permissions also are counting towards my user count. Any idea why this would be the case?
