Create issue dialog context

Hello,

i have an plugin and added a new .js-File to the context. But it is not working inside the issue create dialog.

I used this context inside the atlassian-plugin.xml

<context>jira.rich.editor</context>
<context>jira.view.issue</context>
<context>jira.edit.issue</context>
<context>jira.create.issue</context>
<context>gh-rapid</context>
<context>atl.general</context>

If the dialog is open on top of the issue view its working but not for example on the dashboard.
