Creating Notifications on a Jira Project

How do I create a notification to be sent to a person for the following 2 scenarios:

1. When an issue transitions through the workflow states

2. When an issue is "flagged" using the flagged functionality

2.  There is no event fired by the flagged thing, so there's no way to send emails when it happens.
