Creating a new translation from a to z

I've just migrated to JIRA server 8.x (Core, Software, Service Desk) and there is no maintained translation package available for Turkish in Atlassian packages. 

I've installed InProduct Translations add-on but it's not a complete solution, moreover, it is not able to translate everything. Also, it broke some of the built-in English translations already. Maybe it was my noobness about using the add-on.

So, I want to create a new translation, from a to z. But I do not know how to do it. Any suggestions? Thank you.
