Creating issues automatically in Jira project.

Hello Team,

In my Jira instance, in one of our project, creating issues(same issue) automatically for every minute. Almost  6700 issues created(same) automatically.

I have done project re-index four times, But no result. 

How to troubleshoot this problem?? why it happens??

Check your services and listeners, but the reason I usually see this is incoming email being processed repeatedly - when Jira can read the emails, but not delete them, it will process the same ones over and over.
