Custom Field not Sorting in Issue Navigator

Having an issue where select list custom fields are not sorted in the Issue Navigator even after a background reindex. 

Any ideas what might cause this?

So apparently even if your options appear to be sorted, it isnt. You will still need to click the sort button first..
