Custom field populate via SQL query

We have a sql db table that has the values I would like to display in a Test Management for Jira custom field.  I can't seem to find the documentation to point me in the right direction.

Is the only way to have a custom field that connects to a data source is via a plugin?  I thought Atlassian might have something out of the box that you drop a control and then you define the sql to gather a list of strings.
