Custom markup or user macro in JIRA comments?

We would like to standardize/harmonize the way a particular case is documented in JIRA comments - actually nothing fancy, just a panel with a specific title and background color. For now, it requires users to copy the corresponding wiki markup (like a poor man's template) from somewhere.

I know there are user macros in Confluence, but I have not seen this in JIRA. 

Is there a way to simplify this, so users can use a pre-defined custom markup or user macro in JIRA?

Note that I haven't looked at JIRA plug-ins, since our need seems to be so simple that it will be difficult for me to justify any cost.

That appears to be a pretty steep hurdle compared to how easily this can be done in Confluence. 

I am not a developer and am a little shy of the task of downloading an IDE and developing a plugin ... and potentially keeping the plugin updated when JIRA changes.

A solution, yes, but isn't there a less complex way?

No, not that I'm aware of now. I suppose what you're asking for then is a plugin that wraps up a lot of that plugin dev and allows input of arbitrary velocity. 

As far as I know this doesn't exist today.
