Customizing the Jira roles

Is there a way to provide a role that:

Allows changes to:
1. User and Roles: allow to add/remove users in any role except Admin.
2. Context Manager for Jira - this is critical for many of the projects - they cannot place a new field in Context Manager, only Jira IT can do so.
3. Portal settings – so they may put better descriptions of their projects.
4. Project queue management for changing the issue queue displays

only allow view of: 
1. Workflows
2. Screen
3. Fields
4. Priorities
5. Permissions
6. Notifications
7. Request Types

never allows changes:
8. delete of a request type or create a request type or edit of the Request name
9. Customer permissions
10. Email requests
11. Customer Notifications
12. Knowledge base
13. SLAs
14. Automation
15. HipChat integration
16. Project automation
17. Development tools
18. Issue Collectors
19. Anything in Extension

Hello,

In Jira you have Jira System Administrator, Jira Administrator and Project Administrator. That is all you have.

We found that There are a some add-ons on the Atlassian Marketplace that will allow you to expand the functionality of the Project Administrator. Deiser's Profields is one (allows you to maintain fields in the project). We have 2: Delegated Administration for JIRA (allows selection of schemes by project administrators and maintenance of permissions and notification schemes) and Project Creator for JIRA (allows you to delegate the creation of projects to non-admin).

What exactly is the budget of that ?
