Hi, when I view the Migration Tool I see Users and Customers. My two questions are:
(1) What is the difference between a user and a customer?
(2) How can I view the Customers ?

Users are the licensed users of your Jira product.
Customers are non-licensed users that are able to interact with your Jira Service Management projects through the Customer Portal (and/or email).
You can find users in each Service Management project, under the Customers heading.
Thank you very much for your anwer. We are still on Server and do not have that Customer tab option. Is there an other way to view our customers?

Saying that you are "on server" indicates that you are using self-hosted Jira products. It doesn't say which Jira products you are using.
There are three Jira products you might be using:
If the Migration Assistant is showing that you have a number of Customers then you likely have (or had in the past) the Jira Service Desk product. The Customers option is available only in Service Desk projects.
If you navigate to your View All Projects screen, there should be an indication there of the Type of each project which will help you identify the Service Desk (a.k.a. Service Management) projects. You will have to go into each such project to view the Customers that have access to that particular Service Desk project.
