Disable Attachments System Wide

How can i disable attachments system wide as there is no option to disable under global settings.

nope, i can't switch on to off (and yes i have clicked edit settings)

I'd guess you are on Cloud then, where it cannot be disabled.

Yep! that is not the answer i wanted.

Any reason why this can't be disabled globally.

Because the overwhelming majority of Cloud users have uses for attachments, and it's a pain explaining "why can't I add attachments" to many users when an admin turns it off and doesn't tell their entire user base.

There is no need to turn it off globally either.  Just remove the permission from the projects that don't need it (possibly all?)
