Disable users from creating dashboards

Hello,

we would like to prevent a special group of users (external-users) from creating dashboards. They should only be allowed to view a fixed set of dashboards. Preferably they should not even be able to redefine their favorite dashboards but be given an unchangeable set of predefined dashboards.

How can this be achieved?

Please see the following answer. It probably needs to be modified since you still want users to select their dashboards and Jira version differences.
