Does the max. upload size limit(2GB) of an attachment refers to the size per attachment or it is the combined limit for attachments per issue??

It is per attachment, but I would strongly recommend setting a much lower limit, much closer to the 10Mb default, as Jira is not built as a file store and you will struggle with uploads and downloads of larger files.
