Don't understand why there is a cost for free apps

I downloaded Easy Agile Scrum Workflow for Jira Users.

It provides a jwb file

If I download it from the Marketplace i'm required to buy a license.

What is this?

I'd first check to see if you're missing any licenses for addons in Jira.  If you're missing any, license them with free trial.

You may also want to open a ticket with Easy Agile at - https://arijea.atlassian.net/servicedesk/customer/portal/2

You are 100% correct, their license model for server is free.
